Advisory Overview
As a consultant with subject-matter expertise spanning more than four decades, Mr. McCathren advises on the full spectrum of consumer automotive finance, leasing and insurance industry matters. His clients have included virtually every major auto finance company in the country, as well as major banks, insurance companies, remarketing firms, collections vendors, and information technology providers.
His consulting practice, BLC Associates, Inc., has operated continuously since 1982, providing strategic guidance on program design, regulatory compliance, litigation preparation, economic analysis, and operational best practices. He is the author of a monthly newsletter, Auto Financing Update, published from 1986 to 2005.

Notable Engagements
Worked closely with NY Attorney General staff and NYC Department of Consumer Affairs (1989–1994) while representing major lessors on development of the first comprehensive vehicle leasing consumer protection statute in the country, enacted January 31, 1994.
Developed the 'Motor Vehicle Consumer Lessee Protection Act' including all commentary and policy background materials — a model statute adopted as the framework for state-level consumer leasing protection.
Expert witness and consultant on 20+ cases involving vehicle value insurance policies covering more than $2 billion of losses.
Consultant to Federal Reserve Board legal staff on Regulation M development, primary architect of 1997 Regulation M disclosures, conducted leasing seminar for FRB legal staff on economic and policy background of the consumer vehicle leasing industry.
Managed the trade association for all major domestic and import captive finance companies, banks, and independent lessors — overseeing litigation, regulatory compliance, residual risk management, and government relations for over 30 years.
